President

J.J. K. Futa, P.E.

An entrepreneur and infrastructure leader with over 25 years of experience in Architecture, Engineering, and Construction across the United States and the Democratic Republic of Congo. He currently oversees major public infrastructure initiatives — with a project portfolio spanning roadway development, building rehabilitation, and large-scale public works.

He is also the Founder of the Future of Our Children Foundation, a 501(c)(3) nonprofit dedicated to supporting school construction and rehabilitation across Africa — rooted in the belief that sustainable development begins with education.

As President of the Texas Congo Chamber of Commerce, J J serves as a strategic bridge between American and Congolese business communities, fostering trade, investment, and economic partnerships.

Felicia H. Tchokonte
Secretary

Felicia H. Tchokonte

Felicia H. Tchokonte is an entrepreneur, financial professional, and business advisor with expertise in accounting, taxation, and financial management. She is the Managing Partner of Paramount Tax & Bookkeeping, a boutique accounting and tax advisory firm serving the West Houston business community. Felicia holds a Master of Science in Accounting and Taxation and a Bachelor of Science in Economics and Finance. As an Enrolled Agent licensed by the U.S. Department of the Treasury, she provides strategic tax advisory, accounting, bookkeeping, IRS representation, and business consulting services to individuals, entrepreneurs, small businesses, and nonprofit organizations.

As Secretary of the Texas Congo Chamber of Commerce, Felicia is committed to fostering entrepreneurship, strengthening business partnerships, and advancing trade and investment opportunities between Texas and the Democratic Republic of the Congo.

Bululu Ngokwey
Treasurer

Bululu Ngokwey

A financial services professional and entrepreneur with over 15 years of experience in banking, client relations, and business development. Currently serves as Banking Center Manager in Houston, Texas, specializing in client relationship management, small business banking, and financial operations.

He is also Co-Founder of BJA Consulting SARL, a firm dedicated to supporting investors, entrepreneurs, and organizations navigating business opportunities in the DRC and across Africa.

As Treasurer of the Texas Congo Chamber of Commerce, Bululu stewards the organization's financial integrity while advancing its mission.

Tshiunza Kalubi
Director

Tshiunza Kalubi

A real estate development professional with expertise in affordable housing, community development, and public-private partnerships. He earned a Bachelor's degree in Urban Planning from Miami University and a Master's degree in Real Estate Development from Saint Louis University.

He currently works for a tax credit affordable housing developer, where he focuses on preserving and developing affordable housing communities.

In addition to his professional work, Tshiunza serves as Deputy Executive Director of Leja Bulela, Inc., a U.S.-based nonprofit organization that operates a rural medical center in the Democratic Republic of the Congo, expanding access to quality healthcare in underserved communities.
